Eye on development, babus allotted new districts

BHUBANESWAR: Senior bureaucrats at the Odisha Knowledge Hub lecture series in the state secretariat BHUBANESWAR: The state government has allotted fresh districts to senior bureaucrats (secretary-level officers) to supervise development projects and welfare schemes for the January-March 2020 period.

The objective of the move is to accelerate the pace of development at the grass-roots level with effective monitoring, ensure proper implementation of welfare schemes and strengthen service delivery system, said official sources.

“The state government has asked the senior IAS officers to regularly visit the districts allotted to them and to submit reports on key findings of their visits, within a week of return to the headquarters,” said a senior official, requesting anonymity.

A notification issued by the state planning and convergence department said the officials have been asked to give lay emphasis on proper implementation of 13 flagship schemes, among others.

These include Mamata, a conditional cash transfer maternity benefit scheme for pregnant women and lactating mothers, rural housing, deep borewell and lift irrigation, Mission Shakti that aims at economic empowerment of rural women, Niramaya that entails free distribution of medicines and Nirman Shramik Kalyan Yojana for construction workers.

The list also includes drinking water, rural electrification, National Food Security Act, old-age pension schemes, tribal hostel development, Integrated Child Development Services and State Food Security scheme.

Similarly, secretaries in-charge of the 10 aspirational districts like Dhenkanal, Kalahandi, Kandhamal, Rayagada, Balangir, Nabarangpur, Koraput, Malkangiri, Gajapati and Nuapada have also been asked to closely monitor the indicators identified under the Centre’s aspirational district programme while they will also have to submit a separate note for review at various level.

Under the aspirational district programme, the Centre has identified 118 districts, including 10 in Odisha,. The central programme focusses on some key areas health and nutrition, education, agriculture and water resources, financial inclusion and skill development and basic infrastructure.

While six senior officials (in charge of aspirational districts) would continue with the districts allotted to them previously, four aspirational districts get new officers: PK Jena (Kalahandi), Surendra Kumar (Balangir), SK Lohani (Koraput) and Sachin R Jadav (Nuapada), the notification said.

The IAS officers, who have have been given other districts include Mona Sharma (Sambalpur), Vijay Arora (Ganjam), Saurabh Garg (Mayurbhanj), DK Singh (Keonjhar), Nikunja Bihari Dhal (Sundargarh), Ranjana Chopra (Cuttack), Bishnupada Sethi (Kendrapada), Chithra Arumugam (Jajpur), Vishal Gagan (Bhadrak), Subha Sharma (Nayagarh) and Visal Kumar Dev (Puri).

Others include Bhaskar Jyoti Sarma (Angul), Saswat Mishra (Khurda), Promod Meherda (Balasore), Krishan Kumar (Sonepur), R Raghu Prasad (Deogarh), Manoj Mishra (Jagatsinghpur), Archana Patnaik (Boudh), N B Jawale (Bargarh) and Roopa Mishra (Jharsuguda).

As the state government has announced funds under special area programme like Swabhiman Anchal in Malkangiri and Kotia tribe areas in Koraput, the senior bureaucrats have been asked to review developments in these areas. Secretaries in charge of mining-affected districts got additional responsibilities to supervise works taken up under district mineral foundation (DMF) fund.
